3.5.4 Tariffs
Another approach that can be used to reduce connectivity costs is the provision of special tariff arrangements for schools. Operators may choose to provide special, flat-rate prices or discounts exclusively to schools.
In the UK, British Telecom was the first operator in Europe that offered a flat-rate telephone and basic ISDN access service to schools.73 In the Maldives, incumbent operator Dhiraagu provides lower broadband tariffs to schools through a special arrangement with the Ministry of Education.74
